This Challenge Paper is being shared with all participants to basecamp:London 2019 and with all alumni from basecamp:Toronto (November, 2018).

The intent of this document is:

• To involve you, through your feedback, reactions and actions, in the shaping of a global community, "re•base", beyond basecamp:London.
• To invite you to "raise your hand" and express your interest to work on, or contribute to, one or more of the questions or actions identified in this paper.
• To model some of the emerging values of the wider "re•base" effort, such as radical inclusion and participation.

(During basecamp:London, given time constraints, we suggest focussing our in-person dialogue on the proposals and questions raised in Section Three: The re•base Community.)

Throughout this document, the authors pose many questions - problems that they're working on, and have formed ideas about, but don't feel are solved yet. No one is expected to give all the answers.
