Both hands with the pair of nines beat the hand with the pair of threes, but the hand with the Queen is the final winner because it ranks higher than the 8. If the two hands of nines were even more similar - 9, 9, 3, 7, Queen vs. 9, 9, 3, 7, Ace - the hand with the Ace kicker would win because both hands have 9, 9, 3, 7, forcing a showdown against the high cards, Ace vs. Queen.
