Building performance standards resource by NRCan
Provincial, territorial, and municipal governments determine which buildings to include in a Building Performance Standard policy by evaluating factors such as the potential for energy savings and greenhouse gas reductions, the types and sizes of buildings already covered under existing benchmarking programs, and feedback from stakeholders. Most BPS policies to date have focused on large commercial, institutional, and multi-unit residential buildings due to their high impact and the capacity of their owners to comply. Jurisdictions may choose to align BPS requirements with existing benchmarking data and must also consider the level of support building owners need to meet compliance, particularly for smaller or less-resourced buildings. In addition, governments should identify exemptions or accommodations based on criteria like financial hardship, building use, occupancy, renovations, and ownership changes to ensure the policy is fair and effective.
