Action Options to Consider

There are doubtless many possible "expeditions" that could be devised to combat DGC. Since DGC is a destructive competition between governments, action options to date have focused on how to get governments to cooperate more successfully. Through this dialogue, we could look to build on existing initiatives in three categories:

1. What "Inside" Approaches could there be?

The Inside Approach effectively consists in efforts to reform the United Nations so that it becomes more globally representative of all nations and more democratic. Initiatives in this category would include:

2. What "Outside" Approaches could there be?

The Outside Approach assumes that, due to the strong influence of the most powerful nations, institutions such as the UN are effectively beyond reform. Outside approaches therefore go outside existing institutions by seeking to set up an independent "proto-world government" which existing nation-states are invited to support and eventually submit to. 3. What Hybrid Approaches could there be?

The third option is more of a hybrid approach: initiatives that are neither completely inside nor completely outside existing governance institutions.

Simpol is one example of a hybrid approach. It is an association of global citizens who campaign to drive politicians and governments first to support, and then implement its range of policies. Simpol is to be a series of multi-issue policy packages, with each to be implemented by all or sufficient nations simultaneously, on precisely the same date.
