LA Community Climate Action Plan

Goal: To avoid the generation of more than 1.9 million metric tons of carbon dioxide equivalent (MT CO2e).

Actions (by 2020):

  • Removing more than 411,000 passenger vehicles from the road.
  • Reducing gasoline consumption by more than 220 million gallons.
  • Providing renewable energy to power over 178,000 homes.

Cost, Savings, and Funding:

  • Upfront costs to install electric vehicle supply equipment (EVSE), estimated at $5.3 million.
  • Financial support by Local government, or a third-party operator, depending on implementation strategy.
  • Annual costs/savings will depend on program design features such as access fees or rate structures.

LA ZEV Action Plan

Goal: To have 5 million EVs registered (2030); and 250,000 Charging Stations (2025)

  • Alternative and Renewable Fuel and Vehicle Technology Program - providing up to $122.7 million to accelerate the development of ZEV infrastructure (funds collected from vehicle and vessel registration, vehicle identification plates, and smog-abatement fees)
  • LA transit - Install 500 electric vehicle (EV) charging facilities at County-owned public venues and ensure that at least 1/3 are available for visitor use.
  • Adopting 10% mandatory EV charging in new buildings (CA Building Code)

City's EV Fleet Policy:

1. Increase electric vehicles in the city to 25% by 2025; 80% by 2035; 100% 2050

2. Convert all city fleet vehicles to zero-emission where technically feasible by 2028

3. Install 400 EV chargers at City buildings and parks and all libraries and install 500 additional streetlight EV chargers.

4. By 2021, Ensure that 100% of the City's new light-duty purchases are electric and Meals on Wheels' new program vehicles are electric.

5. Ensure that 100% of medium-duty trash and recycling trucks are zero-emission by 2028

6. Distribute 1,000 used electric vehicle (EV) rebates, 11,500 Level 2 EV charger rebates, and 75 DC fast charger rebates.

7. Install 10,000 publicly available EV chargers by 2022 and 28,000 by 2028.

8. Build 20 Fast Charging Plazas throughout the city.

9. Electrify 10% of taxi fleet by 2022, and 100% by 2028.

10. Target 100% Zero-Emission school buses in Los Angeles by 2028.

11. Target 100% of urban delivery vehicles are zero-emission 2034.

12. Electrify 100% of Metro and LADOT buses by 2030.
