The outer precast (the exterior vapor barrier) is significantly more airtight than the interior polyethylene sheet (the interior vapor barrier). It gets worse. The interior surface of the outer precast is also "cold" during the heating season as it has pretty much no thermal resistance. We have an "air leakage" problem coupled with a cold "condensing surface" problem.
