The Facebook Ads platform is one of the most refined targeting options available for social networks.
Unlike how Google's ad network is based on keywords, Facebook is geared more toward demographics (female, aged 18-25 in New York City with a college degree having graduated from NYU with interests in fashion, music, non-profits etc).

You can now upload custom images and enter both headlines and text for your ads. A preview should popup on the right hand side:
Next is the demographic information. The modifications you make on the left will change the scope and estimated target audience on the right:
Facebook provides great targeting help and advice here, but you want to make sure your gauge is in the green area.
Once again, the final step is the billing process, and deciding what you'd like to set as a daily budget:
