Electrical work is a regulated trade and should ONLY BE DONE by licensed electricians. Maintaining airtightness can be planned ahead of time - involve your electrician in the planning process to make sure it's done properly.
Some important considerations:
On exterior penetrations, talk to your electrician about seals at connections, panels and conduits.
On the interior, consider using air barrier gaskets for electrical - peel and stick with EPDM punch through for wires. It's much cleaner and easier choice.
Consider creating a 'service cavity' - a separate framing for electrical to pass freely throughout the building WITHOUT compromising the control layers.
