Providing for both an interior AND an exterior air barrier has merit. Careful attention has to be paid to making both layers as homogeneous and deficiency free as possible. In effect, you're trying to create an air sealed unit of your entire built assembly from the inside and out.
Important Considerations for using both Interior and Exterior Air Barriers:
Carefully maintain the integrity of both layers, paying special attention to openings, planned penetrations and damage during construction.
Tight installation of both layers may reduce moisture flow from interior and exterior, adding longevity to assemblies.
Possible to achieve quieter, cleaner indoor environment, and may be easier to climate control for comfort.
Third party certification (i.e. NetZero) may be easier to achieve with added attention to robust air tightness and layer integrity.
Must be a planned execution - twice the layers will require twice the labour.
Follow the energy modelled plan for performance - special attention MUST be made to ensure air tightness and include taking care of moisture and vapour issues. This strategy must consider the house as a system.
