Right along the top left part of your screen, by the LinkedIn logo, you'll see a little blue link that reads "Go To LinkedIn Ads". This will take you to the Ads dashboard which will provide you with a synopsis of your past campaigns and a general overview of any campaign you have going right now. You can see from the screenshot that I have a few but haven't really done anything significant in the last little while.
The first step of creating a LinkedIn ad to click "New ad campaign" above the dashboard. You can then name it and then add the landing page url and image.
LinkedIn Allows you to create variations right away and I'd
recommend taking the time to make at least 1 variation if not 2.

The next step is targeting and the system is quite similar to Facebook's. You can target specific people or types of professionals:

The final step of the process is to set your CPC bid. The daily
budget is up to you, but I'd recommend letting the campaign and its
variations run for at least 2 weeks.
