When sealing around the electrical panel, inspect for any wires that could prevent you from installing the polyethylene sheet. The electrician may need to be called back onto site to relocate wires that may be obstructing the area that requires sealing. The electrical panel cannot be installed directly over insulation, there must be a plywood backing or gypsum board behind the panel.
