This option offers the most flexibility as you can have a web designer build a site from scratch on wordpress, but they also offer thousands of free templates which non technical users can easily customize themselves. Wordpress is free and there are a lot of free templates out there. For most businesses sites however you are going to want to upgrade to a professional template which costs around $50 to $100 as a one time fee.
