3. Article series: How communities across Canada are electrifying their municipal fleets
Developed an EV strategy in 2017. Opted for EV leasing option from Enterprise Fleet Management. Benefits of leasing: To overcome initial capital challenges, Range anxiety, Predict lifecycle and replacement costs, Leverage technological advancements without long-term ownership commitment, Savings over a 10-year lease ($16,610 for a hybrid pickup and $11,710 for an EV cargo van)
Results:
In 2021 - leased 15 Ford Escape Hybrids.
In 2022 - planned to lease 8 EVs and 3 PHEVs
Expected to reduce 41.1 metric tons of CO2/year
Developed a Green Fleet Strategy in 2016 - with a goal to acquire 300 PHEVs and EVs in 2023-26
EV acquisition challenges - supply chain issues, restrictive procurement policy, range anxiety and hesitation to plan for EV charging
Adopted a Green Option Procurement Strategy - for procurement flexibility to purchase EVs whenever they became available and over the strategy's timeline
Use NASA's Technology Readiness Levels tool to assess EV technology
Results:
Acquired over 30 light-duty EVs and two electric ice resurfacers over 2020-22
Estimated emissions reduction of 2400t CO2/yr by 2026
Adopted a Green Fleet Purchasing Policy to prioritize EVs in 2016
Barrier - Limited electrical capacity at Municipal Hall and Operations Center
Undertook an EV charging study and EV ready electrical upgrades - funded through an Environmental levy on the property tax
Environmental Levy as an ongoing funding source to support EV & charger purchases
Results:
Two EV- ready facilities with the first phase of chargers installed and readiness for an additional 8-10 Level 2 chargers.
