The process of scaling a distributed team that can incorporate third party suppliers, independent contractors and in-house teams needs to start with examing your existing process. In order to do this you need to document from start to finish every single step that is taken and who is responsible for it.
Look at what you currently do in order to achieve X and see if you can begin the process of identifying tasks that are either legacy tasks (and therefore often just "busyness"), tasks that are frequently replicated across a process or tasks that are potentially being handled by the wrong person (because of their salary or specific skillset).
