Note from the HPSC team: There were several comments/questions raised that related not to the HPCN but to other initiatives such as the Program Registered Contractor (PRC) network and/or rebate programs offered by BC Hydro, Fortis BC, and the CleanBC (provincial government). We will address a few clarifying points here rather than include the specific questions in the transcript below:

  • the Program Registered Contractor (PRC) is different from the Home Performance Contractor Network (HPCN). The PRC is run by BC Hydro and Fortis BC. The HPCN is run by the HPSC. The PRC is transitioning to the HPCN; during this transition period contractors may be either a PRC or HPCN, both, or neither, with varying benefits. We recognize this may be leading to confusion. If you are an existing PRC, visit our PRC-HPCN transition webpage to learn more.
    • If you are not currently registered with the PRC, it is in your best interest to register with the HPCN only, since the PRC is transitioning and will, eventually, no longer exist.
  • the Home Performance Stakeholder Council (HPSC) is the organization that runs the HPCN. We are separate and independent from government and utility bodies that run rebate programs. We do communicate with these program administrators frequently and welcome your feedback related to rebate programs; we will pass along this feedback but are not directly responsibly for making rebate-related changes.
Question/Comment Answer/Response
Do contractors need to be full members by the April 1, 2022 deadline for customers to access heat pump rebates? What happens if they haven't completed their registration yet?
Contractors must be full members of the HPCN in order for their customers to access heat pump rebates as of April 1, 2022. If they have not completed their HPCN registration, their customers will not be eligible for rebates.

A reminder that HVAC contractors can complete their HPCN registration before completing the final qualification (they have 6 months to complete it). See the HVAC qualifications page for full details.
How long it takes for our review our application? The HPSC team is working with all hands on deck to follow-up with your application as quickly as possible. During periods of high registration volume, we appreciate your patience and invite you to reach out to hpcn@homeperformance.ca if you are concerned with the response time. We will do our best to accommodate your request.

Can we take the needed courses before full registration? Some yes, others no, and it depends on your sector. The training (qualification) requirements for each sector are listed in this Guide. You can review the qualifications and see which courses you will need to take; we have included instructions that help you determine whether you can start the courses now, want to wait for further instructions/coupon codes, or need to wait for registration to access them.
Where do I direct customers that have questions about rebates? How do I confirm if products are eligible for specific rebates? The Energy Coach hotline is a good resource for all rebate-related questions: 1-844-881-9790. The service is provided through the CleanBC Better Homes website, a great resource related to rebates.
The Energy Coach hotline doesn't always have the answers that we/our customers need. Thank you for the feedback. A CleanBC representative was on the call today to hear this feedback and the HPSC will follow-up on this feedback with them.

How much more training do my employees have to take if they have taken and passed all the courses from the former program? See video at 35:52 for the full response.
We focus solely on airsealing (AeroBarrier) and as it falls under the insulation training have done the course. How do we complete our certification and job verifications? See video at 39:16 for the full response.
We've seen big companies, Milani , reliance etc. are already listed [on the contractor search tool]. Is this by company size? The contractor search tool currently includes both PRC and HPCN members. As the PRC program transitions and eventually closes, only HPCN members will show on this search tool. The search tool listings are random.
Is there a way to get answers from the Federal government regarding their rebate program? CleanBC has put together a FAQ page related to the federal Greener Homes rebate program. Refer to this page for information and additional contact information on federal rebates.
As a PRC, we are required to complete site inspection forms for site visits. Will we need to continue this when we transition to the HPCN? No. Site visits will continue to be randomly completed on rebate applications but the inspection form is no longer required as the HPCN registration process does not include site visits.
There is a lot of confusion regarding rebates within the province and how federal rebates relate as well. Thank you for this feedback. The HPSC will continue to advocate for clarity around rebate programs and provide this feedback to the rebate programs.
