The Program Qualified Energy Advisor (PQEA) list from CleanBC is transitioning to the HPCN. Read the following carefully for more information.

The PQEA list for residential retrofits is transitioning to the Home Performance Contractor Network (HPCN). PQEAs who work in residential retrofits must register with the HPCN here.

PQEA's will be required to register and complete their onboarding wit the HPCN by January 28, 2026. Those unable to complete this will be removed from the public facing list..

PQEAs who work with residential new construction are not yet eligible to register with the Home Performance Contractor Network (HPCN). Stay tuned for future opportunities to join.

The PQEA list for new construction will remain open for now and will eventually also transition to the HPCN.

1. What is the Home Performance Contractor Network?

The Home Performance Contractor Network (HPCN) is an upskilling initiative for home performance professionals in British Columbia (BC). Contractors and energy advisors complete specified business accreditation and training qualifications to join a database of qualified professionals. Members are advertised in a public search tool and are subject to ongoing review and quality assurance checks.

The HPCN opened to HVAC, insulation, and window and door installers in 2021, and recently expanded to include Energy Advisors and General Retrofit contractors.

The HPCN was developed for industry, by industry, and is managed by the Home Performance Stakeholder Council.

2. What are the benefits of joining the HPCN?

There are multiple benefits for professionals who join the HPCN, including:

  • Subsidized training (for a limited time).
  • Public recognition for quality work and the use of the Home Performance Contractor Network logo.
  • Business information displayed in a public directory/search tool, which is promoted across BC, to reduce advertising costs, level the playing field, and increase ease of customer access.
  • Invitations to exclusive networking, engagement, and training opportunities for home performance professionals and stakeholders.

Joining the HPCN is an opportunity to personally impact the reputation and success of the home performance industry by increasing quality work. A growing, well-respected industry provides security for contractors, installers, energy advisors, manufacturers, and suppliers across the province.

3. Why is the PQEA list transitioning to the HPCN?

The Province of British Columbia, through its CleanBC Better Homes initiative, has been a key stakeholder in advancing the development of a home performance industry in BC and supported the establishment of the HPCN. It has always been the long-term vision to see the implementation of a retrofit contractor network in BC, led by industry for industry, to establish training and accreditation criteria for quality installations. The HPCN was launched in 2021 with its original three sectors (HVAC, insulation, and windows and doors) to realize this vision. Now an Energy Advisor sector is being added to build and expand upon the success of the HPCN and previous PQEA initiative.

4. As an Energy Advisor working in residential retrofits, do I have to transition from the PQEA list to the HPCN?

Yes, if you want to continue to be promoted to homeowners on the CleanBC website, you must register with the HPCN. Other benefits of HPCN membership include:

  • Promotion on the HPCN search tool at homeperformance.ca/find-a-contractor
  • Access to training subsidies (up to $1,200 per eligible employee)
  • Use of the HPCN network logo
  • Exclusive networking and resources

5. As an Energy Advisor working in residential new construction, do I have to transition from the PQEA list to the HPCN?

Program Qualified Energy Advisors (PQEAs) who work with residential new construction are not yet eligible to register with the Home Performance Contractor Network (HPCN). Stay tuned for future opportunities to join.

The PQEA list for new construction will remain open for now and will eventually also transition to the HPCN.

6. What if I work in residential retrofits and new construction?

For now, you can be displayed on two separate lists. If you transition to the HPCN by January 28, 2026, you will be listed as offering your services for residential retrofits on both the CleanBC website and the HPCN search tool at homeperformance.ca/find-a-contractor.

If you are on the PQEA list for new construction, you will remain on the CleanBC website as offering services for new construction. Eventually, this list will also transition to the HPCN and be combined into one list showing both service types.

7. What happens if I do not become a member of the HPCN by January 28, 2026? Can I become a member after the deadline?

PQEAs who do not become an HPCN member by January 28, 2026, will be removed from the CleanBC Better Homes Website (for offering services for existing homes). You can start or finish your membership anytime after this date to be added back onto the CleanBC website. If you become an HPCN member after January 28, 2026, there may be a delay between your HPCN membership opening and your company's listing being restored to the CleanBC website.
