HVAC: Residential Refrigeration Mechanic

  1. Residential Refrigeration [Certification]?? Tell us more please.
  2. We have a commercial refrigeration company, all certified journeymen, do we have to get another ticket? If you have a red seal in refrigeration and HVAC is this still needed?
  3. Will their be monitoring and inspections related to this new certification?

To clarify you do not have to be a HPCN registered contractor in order for your customers to qualify for rebates?

Where can we find the chart of when various programs will require HPCN/PRC membership?
You do have to be an HPCN registered contractor in order for your customers to qualify for certain provincial rebates. Those rebates are summarized here.

Other rebates programs, such as the Federal Greener Homes program or municipal programs do not require HPCN membership.
  1. Is there anywhere to get a list of HPCN members? I know there is a list on CleanBC but it doesn't identify the HPCN.
  2. This list was updated on March 31 - when will it be updated again?
  1. HPCN members are listed in the CleanBC Better Homes "Find-a-Contractor" search tool. This search tool only displays HPCN members (for heat pumps and windows) or HPCN/PRC members (for insulation). The HPSC will look at ways to better communicate this to contractors and homeowners.
  2. The search tool is updated weekly with the list of HPCN members.
As a renovator when can I sign up to HPCN? I was a previously trained Power Smart Contractor for years. Any contractors that install window and door, HVAC, or insulation retrofits in single-family homes in BC can apply to join the HPCN. The HPSC is also working on introducing a "General Renovators" sector for the HPCN (later in 2022/early 2023) with specific requirements, stay tuned.
So, does HPCN actually do site visits to confirm best practices on the installation? No, the HPCN does not currently include site visits organized by the HPSC. HPCN program partners continue to conduct random site visits as part of their rebate program quality assurance. The HPCN Contractor Management Protocol outlines quality assurance under the network. In the future, the HPSC may look toward site inspections as part of the network.
Do HPCN requirements also apply to heat pumps for MURBs? No, the HPCN is currently open to contractors that complete retrofits in single-family homes only.
Will HPCN qualified contractors be required to complete training on heat load calculations and ducting? HPCN contractors are required to complete a heat loss/heat gain course from either TECA or HRAI.
Can you tell us what actions HPSC took upon learning about the new CleanBC tax on fossil fuel tax on heating equipment after learning about the concerns of our industry and the letters from industry groups such as TECA, HRAI and CIPH as well as contractors in BC ?

Since this is an equipment related matter, the HPSC deferred to TECA and HRAI's joint response to the Province of BC.

FYI - as an HVAC/R wholesaler we are still seeing a LOT of contractors that are not aware of the program & requirements. We are constantly educating but there's still a long way to go! Thank you for your comment, and for helping spread the word!
We are struggling to find HVAC contractors that understand high performance and are willing to install right sized heat pumps in our projects. Looking forward to more certified and educated installers.

Great programs Vancity! I've been a member since 1994...and I have continued to be since moving to Kamloops in 2007. Which brings me to my question - are these programs available to southern interior residents c/o a sister credit union? The programs are available to any Vancity member, no matter where they are in BC. (We have a growing number of members in the interior.) They aren't currently available through sister credit unions, however.

We do have a mortgage specialist and Wealth Advisor located in Kelowna as well so we are able to provide more services to the Okanagan region

Heat Pump/Fuel-Switching Rebates

  1. If I start a heat pump installation before July 1 but not yet on the list of contractors, will my customer still receive the rebate
  2. There is interest in dual-fuel heat pumps in our market, however I understand they are often not qualified for CleanBC incentives as they may not have an AHRI number unless both the furnace and heat pump are from same manufacturer. However, in some case, customers have a relatively new furnace and looking to upgrade their air conditioning to a heat pump; in this case, we have heard from local industry that incentives won't be available to residents (unless they upgraded both units, which undermines the incentive benefit).
  3. Are there rebates for upgrading electrical panels to install heat pumps?
  4. Is there any rebates for switching from a 80% gas fired boiler to high efficient boilers and or combi boilers and water heaters?
  5. Sometimes we have temperatures in our area that dip below -35 so fossil fuel or electric baseboards must be used as secondary heat - do our customers qualify for rebates?
  6. Can we use Lennox Manual J heat loss heat gain calculation program for Clean BC rebates?

  1. Yes, as of July 1, 2022 invoice date, contractors must be an HPCN member for their customers to be eligible for the rebates. If the work is completed and invoiced beforehand, the customer has 6 months to apply for the rebate and would be eligible.

  3. If the customer is fuel-switching from propane, oil, or natural gas to an electric heat pump then yes, there is a $500 electric service top-up rebate from CleanBC. They can only access this rebate if they are installing a heat pump or a heat pump water heater (when converting from fossil fuel).
  4. Full rebate details are available at FortisBC.com/boiler, but it's $1000 for a 94% AFUE boiler and $1200 for the combination systems (and they may be eligible for the $300 two upgrade bonus if they have not received it previously)

Window and Door Rebates

  1. To confirm, HPCN membership is not mandatory for Home Renovation Rebate Program window rebates as of yet?
  2. We are going through the training process to be able to offer CleanBC rebates (for window installations). Can we sell these jobs, as able to claim this grant, even though we're not on the list yet?
  1. Correct, it is not required yet. It is something the partners are looking to do in the future so we encourage contractors to become members of the HPCN sooner rather than later
  2. For the CleanBC Income Qualified Program, you must be registered as an CleanBC Income Qualified Program contractor to promote that offer. You must complete your HPCN registration prior to being eligible for that program as well. The general CleanBC window rebates, you are not currently required to be an HPCN member, but it will come in the future.
City of Vancouver: We find that when a homeowner changes from a gas HVAC system to electric heat pump they don't need to upgrade their electrical service but the City of Vancouver requires an electrical permit. Will there be a warning when the Better Homes program will end? we are scheduling work several month out and there are concerns that the program may end before the customer can get the work done. Answered by Laura from the Province of British Columbia: Speaking strictly on behalf of the Province, we are committed to continuing CleanBC Better Homes and Better Buildings in support of our 2030 climate goals. Through Budget 2022, funding for the program to March 2025 has been approved.
  1. Do homes that are rented to full time long term rentals qualify for rebates / grants as they are primary home tenants
  2. Follow-up: To confirm, a tenant can get an upgrade and pay for it themselves if they are the utility account holder?

  1. The provincial rebate programs pay the rebate to the utility account holder. If the utility bill is not in the homeowner's name, the renter will need to sign a utility account holder consent form. Then the homeowner can access the rebates available, because the rebates are between the utility account holder and the program partner. Follow-up with the Federal Greener Homes program directly for information on their requirements.

Is there gonna be one site that we can apply for the rebate both for FortisBC and BC Hydro rebates program?

The application currently hosted on BCHydro.com does accept all BC rebate program applications (BC Hydro, FortisBC, CleanBC). If a customer is only applying for FortisBC rebates, it is quicker to direct them to the FortisBC website. If they are a FortisBC electric customer, it is also recommended that they apply through the FortisBC website.
If a customer wants to replace the gas furnace with a new high efficiency furnace and install a heat pump for heat and cool at the same time, should they apply the furnace rebate or heat pump rebate? I think they can only apply one You can only apply for one primary heating system, if a dual fuel system is installed you can apply for the heat pump rebate or the furnace rebate, not both. The heating system handling the primary load should be the rebate that should be applied for.

And also to confirm... the Indigenous Communities Conservation Program will follow all the same requirements as Home Renovation Rebate Program?

Yes it will. There is a webinar on May 3rd regarding the Indigenous Communities Conservation Program. Please send an email to alliance@bchydro.com and we can make sure you're invited to get more info on that program.
As contractors- what responsibility do we have in educating our customers on things like "renters need to fill out a form if the bill is in their name and the homeowner is upgrading" The contractor doesn't have a responsibility to educate their customers. It is the customers responsibility to understand the rebate requirements to participate in the program. Rebates are provided to the utility account holder.
Does the aux heat have to cover 100% of the heating load of the house for the heat pump? Please reach out to Alliance@bchydro.com for assistance.
It would be great if you could update the better homes website to indicate that it's been updated to HPCNs. I had a call from a very concerned customer because he was aware about the HPCN requirement that was coming but couldn't find a list online Thank you for your feedback.
