CleanBC Better Homes Rebate Program Changes - Effective April 11, 2025

The Province is committed to advancing home energy retrofits and keeping energy costs affordable for low- and middle-income households. Today, the Province announced $50 million this year and $50 million next year to expand access to heat pumps. In collaboration with BC Hydro and FortisBC, the Province plans to enhance the Energy Conservation and Assistance Program to offer heat pump installations for the lowestincome households in single-family homes. Additionally, the CleanBC Energy Savings Program will be expanded to offer heat pump rebates for low- to moderate-income households in individual suites in multi-unit residential buildings. *Note: The press release linked above refers to the future addition of individual suites in multi-unit residential buildings as an eligible home type in the CleanBC Energy Savings Program (ESP). This offer is not yet open and details have not yet been released, therefore, do not inform homeowners or otherwise promote rebates through ESP for these unit types to avoid confusion with customers. More information will be shared with HPCN members and registrants when available.

Since the launch of the CleanBC Energy Savings Program in June 2024, the number of homeowners applying for rebates under the CleanBC Better Homes and Home Renovation Rebate Program has steadily declined. Today more than 70% of heat pump rebates flow through the Energy Savings Program. To ensure continued support for low- to moderateincome households, the CleanBC Better Homes and Home Renovation Rebate Program will end fuel switching heat pump rebates for homes converting from natural gas, oil or propane to an all-electric heat pump, on April 11, 2025, (excluding the northern region*). Please see below for details.

The following heat pump rebates are NOT impacted by this change:

  • Rebates for income qualified participants through the CleanBC Energy Savings Program. Details on the Energy Savings Program can be found here: https://www.betterhomesbc.ca/rebates/energy-savings-program/
  • BC Hydro and FortisBC customers with primary electric heating switching to an all electric heat pump.
  • FortisBC customers with primary natural gas heating switching to a dual fuel heating system.

Better Homes (non income qualified) Heat pump rebates ending on April 11, 2025, include:

  • Mini-split, multi-split and central ducted heat pumps for oil, propane, natural gas and wood primary heated homes
  • Dual fuel ducted heat pumps for tank propane primary heated homes
  • Air-to-water heat pumps for oil, propane and natural gas primary heated homes
  • Combination air-to-water heat pumps for oil, propane and natural gas primary heated homes
  • Heat pump hot water heaters for oil, propane, natural gas and wood primary heated homes
  • Other rebates ending include:
    • Electric service upgrades
    • Home Energy Improvement Bonus

*The CleanBC Better Homes program will continue to offer heat pump rebates in the northern region. To access these rebates eligible homes must be located north of and including the District of 100 Mile House (latitude 51.628°N) and be connected to BC Hydro electric service.
o Heat pump rebates that will continue to be offered in the north include:

  • Northern mini-split, multi-split and central ducted heat pumps for oil, propane and natural gas primary heated homes - $6,000 rebate
  • Northern dual fuel ducted heat pumps for tank propane and PNG natural gas primary heated homes - $4,500 rebate
  • Northern air-to-water heat pumps for oil, propane and natural gas primary heated homes - $6,000 rebate
  • Northern combination air-to-water heat pumps for oil, propane and natural gas primary heated homes - up to $7,000 rebate
  • Northern heat pump hot water heaters for homes converting from oil, propane and natural gas primary hot water - $1,000 rebate
