Question Answer
Many HVAC contractors asked questions and shared helpful feedback regarding trade designations for residential heat pump installation. We have addressed the topic in a new FAQ.
Why aren't you encouraging insulation contractors to sign up for PRC now since it already is a requirement for their clients to access rebates for insulation retrofits? Beginning October 5, 2021, customers may now hire either a PRC or HPCN contractor to access the insulation rebates. Because the PRC is transitioning to the HPCN, it is in contractors' best interest to sign up for the HPCN directly.
What happens if HVAC contractor has already done TECA or HRAI training prior? There are specific TECA or HRAI courses that are mandatory for HVAC contractors registering with the HPCN. They are TECA: Principles of Moving Air and TECA: Heat Loss/Heat Gain OR HRAI: Basic Principles of Residential Ventilation and HRAI: Residential Heat Loss and Heat Gain. If you have completed these specific courses previously, you do not need to retake the training; you will be asked to upload your certificates of completion. The courses cannot be mixed and matched.
Unfortunately, there are too many contractors that will perform work for clients without any permits and etc. Obviously, those clients will not have access to rebates and such. But, the discounted rate that a customer/client would get without a full scoped proper installation is better than one with rebates. Is there a possibility to prevent and audit sales of appliances from suppliers to contractors to really help force quality to the industry. 45:00 in the video above
Why do we need our gas ticket when we're changing out units to heat pumps? The HPCN HVAC sector is open to contractors that install any type of heating, cooling, or ventilation system. Only furnace installers are required to submit a valid Gas Ticket.
If training is not completed within 6 months, you mentioned the company would be removed from the contractor list. Would this exclude us from the rebate program or just the website listing? Yes, any accounts removed from the search tool mean they are not eligible for the rebate program during that time. Accounts can be paused for a variety of reasons, including employees not completing the required training within the 6 month deadline, and will be reinstated into the search tool, and therefore program eligibility, according to the HPCN's resolution protocols.
For HVAC, Will it be a requirement for an electrical permit to qualify for the rebate? Currently no electrical permit is necessary, and it should be. Thanks 42:55 in the video above
Our Owner/ Supervisor is just getting ready to complete his B gas fitter ticket Class Finishes in May. He has all the other courses completed. Does this mean that our Customer will not be eligible till his course is complete. He does have his C gas ticket currently. You must have a minimum of 1 installer or lead supervisor complete all of the training and trade designation requirements to proceed with your registration, become a member, and be eligible to offer your customers rebates. So if this owner/supervisor is the only employee in charge of furnace installations, then your company will not be eligible until they complete their training. Further to Steve's point, is there one site where contractors or consumers can go to look at any and all available rebates? That would be federal, provincial, and municipal. Yes, betterhomesbc.ca
Some municipalities do not follow TECA Forced Air Guidelines and the sheet metal installation is not looked at this drastically affects HVAC Heat pump and Air condition install. Example Mission district I have seen many new homes with very bad installations. 55:06 in the video above
