The HPCN is a separate, independent initiative from rebate programs. The HPSC does not manage rebate programs.

We work closely with rebate program administrators who point to the HPCN as part of their program requirements. Membership in the HPCN is a mandatory eligibility requirement for the following incentive and rebate programs:

MHPCR - This designation permits licensed refrigeration technicians (HVACR), who are members of the Home Performance Contractor Network (HPCN) in good standing, to install air-to-air heat pumps only. Air-to-water or water/ground sourced options can not be installed under the MHPCR designation.

Any rebate programs/initiatives that are not listed above (e.g., Canada Greener Homes Program, multi-unit residential building offers, municipal programs not listed here, or other rebate types/offers) do not require HPCN membership.

A reminder that membership in the HPCN is one pre-requisite for rebate/incentive program eligibility. It is the responsibility of the applicant (either yourself or your customer depending on the program) to confirm that any additional rebate program requirements are met. Contractors are encouraged to understand these requirements and help their customers to understand by directing them to the program websites linked above.

July 1 Heat Pump Rebate Requirement FAQs

Effective July 1, 2022, customers who want to apply for a heat pump rebate under the Home Renovation Rebate and CleanBC Better Homes program will need to have the work completed by a Home Performance Contractor Network (HPCN) member.

  • Heat pump rebate applications with invoices dated on or after July 1, 2022 will only be accepted if the customer has used a HPCN or HPCN In Progress member.
    • IMPORTANT: HPCN In Progress does not necessarily apply to you, simply because you are completing your registration. See, "What is an HPCN In Progress member" below for a full explanation.
  • Customers who have an invoice dated prior to July 1, 2022 can still apply for a heat pump rebate through the Home Renovation Rebate and CleanBC Better Homes program.

What is an HPCN In Progress member?

Contractors who were previously Program Registered Contractors (PRC) with BC Hydro and FortisBC may be granted an HPCN In Progress designation where they will have additional time to complete their HPCN training and membership requirements, while remaining eligible for rebates (but will not have access to other membership benefits until they complete their training). We recognize and thank the contractors who have fully completed their HPCN registration. You will be listed in the HPCN member directory and will have access to full member benefits.

Will I still need to complete the training if I'm an HPCN In Progress member?
Yes, HPCN In Progress contractors have until November 1, 2022 to complete all required HPCN training.
After November 1, 2022, the HPCN In Progress designation will be removed.

How do I know if I'm an HPCN In Progress member?
All eligible existing PRCs have been contacted about their HPCN In Progress designation. If you have not heard from HPCN administrators and believe you should have this designation, contact us at hpcn@homeperformance.ca or 604-755-3469.

Why are the program partners doing this?
The program partners are committed to helping the province of British Columbia save energy and greenhouse gas emissions. By adding this as a program requirement, it will help ensure customers are receiving quality heat pump installations by accredited contractors.

It has always been the long-term vision of BC Hydro, FortisBC and the Province to see the implementation of a retrofit contractor network in British Colombia, providing training focused on quality installations, led by industry for industry. The Home Performance Contractor Network designation will expand to include a variety of different sectors to support the whole home energy efficiency retrofit industry, as well as guide customers who are looking for quality contractors as they pursue their home's energy efficiency retrofits.

Were contractors notified of the requirement to be an HPCN member?
Contractors were informed starting October 2021 through various channels including electronic direct mail, one-to-one consultation, Home Performance Stakeholder Council newsletter and Sector council consultation.

How will customers be notified about the requirement to use an HPCN member?
Program partners have added information on their webpages, social channels, newsletters and other channels to indicate customers must use a HPCN member or HPCN in progress to get a heat pump rebate as of July 1, 2022.

What happens if a customer does not use an HPCN member?
Applications with invoices dated on or after July 1, 2022 will require the heat pump to be installed by an HPCN member or HPCN In Progress to apply for a heat pump rebate. If the contractor is not listed as an HPCN member or HPCN In Progress the customer will not be to be able to apply for a heat pump rebate.

If the heat pump was installed prior to July 1, 2022, the customer is not required to use an HPCN member to be able to apply for a heat pump rebate.

What happens if a customer received a quote from a contractor who is not an HPCN member, but were unable to install the heat pump before July 1, 2022 due to contractor availability?

If a customer received a quote from a non HPCN contractor prior to July 1, 2022, they have until October 1, 2022 to install the heat pump. Both the quote and the final paid invoice must be included in the application submission.

What if a customer cannot find an HPCN member in their area?

Customers can contact homerebates@bchydro.com for support to find a contractor to work with. If the homeowner has identified a contractor they would like to work with, who is not a HPCN member, they can ask their contractor to become a HPCN member. Contractors can become HPCN members by registering at https://homeperformance.ca/about-the-network/.

Can a customer work with a contractor who is in the process of becoming an HPCN member?
As of July 1, 2022, customers will only qualify for heat pump rebates if they have worked with a contractor who is a HPCN member or on the HPCN In Progress list.

What if the customer plans to apply for multiple rebates?
Customers must meet the eligibility requirements for each rebate offered by the program partners. It is important to note that eligibility requirements differ based on the type of rebate the customer is applying for.
